Previous Reviews and Overall Program
The "new format" Hume Planning Scheme was first approved in November 2000. Since its initial implementation there has only been one review (2003) has occurred. The last review resulted in a Planning Scheme Amendment C70 to this review merely updated population statistics and amended references to activity centres to conform with Melbourne 2030. Apart from the last review there has been a program of ongoing updating through amendments as applicable.

In 2009 Council agreed to undertake a structured review of the Hume Planning Scheme titled MSS Improvement Program, through a three step approach:

(1) Policy Neutral MSS Review and Update (C110). This Policy Neutral MSS Review and Update resulted in Planning Scheme Amendment C110 which updated the form and structure of the Hume MSS. This update did not introduce any additional policy, or change any existing policy or strategic directions. Planning Scheme Amendment C110 was adopted by Council on the 31 August 2009 and was approved by the Minister for Planning and published in the Government Gazette 22 October 2009.

(2) Hume Planning Scheme Review 2010. During 2010 Council progressed Program 2 which was an Audit of the Planning Scheme in accordance with section 12(b) of the Planning and Environment Act 1987. The 2010 Review provides Hume City Council with an overview of the performance of the Hume Planning Scheme since the initial planning scheme review report in 2000. The 2010 Review assists in understanding what policy changes have occurred since this time and the strategic context in which planning is undertaken. (3) Full Planning Scheme Rewrite. The intent of Program 3 is to undertake a rewrite of the Planning Scheme resulting from the recommendations of the Hume Planning Scheme Review 2010. In particular it is proposed to rewrite and review the Hume's Local Planning Policy Framework, using it as an opportunity to reform and introduce new updated policy objectives. This program is anticipated to commence in early 2011.
