Broadmeadows Activity Area/Structure Plan
Latest Update
Following a five week engagement period, consultation for the Broadmeadows Activities Area Draft Structure Plan drew to a close on Friday 9th December.
During the engagement, Council and the State Government conducted a number of information sessions at key venues outlining the proposed directions for the ongoing development of Broadmeadows. Along with displays and feedback via the planning4broadmeadows website, valuable feedback has been received from community members, business groups and other interested stakeholders that will inform the final version of the Structure Plan.
All feedback and submission received by the 9th December will be considered and reported to Council in early 2012.
Strategic Directions
In 2010 the Victorian Government, in partnership with Hume City Council and in consultation with the Broadmeadows community and stakeholders, developed a set of strategic directions that will inform the future growth and development of the Broadmeadows as the primary activity centre for Melbourne’s north.
These strategic directions were developed from feedback received in the 2009 consultation process also involving the community and relevant stakeholders.
The Emerging Strategic Directions that were determined are as follows:
- Theme 1: Planning a place where existing and future communities feel proud
- Theme 2: Planning for jobs and business
- Theme 3: Planning for transport and access
- Theme 4: Planning for community facilities, training and education
- Theme 5: Planning for new homes
- Theme 6: Planning for open space and a sustainable urban environment
In the second consultation period which was held to review these draft strategic directions, a report detailing the key findings was created to inform the progress of the structure plan.
These strategic directions will be used to guide the development of the structure plan, which will then guide the future growth and development of Broadmeadows over the next 20 years.
Further consultation on the draft Structure Plan will occur later this year prior to the formal exhibition of the Structure Plan and related planning controls.

Meadowlink
Hume City Council is collaborating with the State Government and Vic Roads to develop a Master Plan for a linear park to accommodate a 3.2 km east west shared pedestrian and cycling link, which connects the Moonee Ponds and Merlynston Creeks together via the existing town centre.
This link aims to connect the Broadmeadows community with key residential, employment, transport, health, civic, open space, recreation, and retail destinations. The high quality walking and cycling network will provide safe, accessible and alternative forms of sustainable transport to connect the community. The link traverses along the disused rail corridor from the tip of the existing trail at Seabrook Reserve, and continues west across Blair Street, connecting to Railway Crescent and the Broadmeadows Railway Station.
The link changes in natures as it crosses the railway line to the west as it is adopted by a number of works currently underway, including an upgrade to Tanderrum Way (between Pearcedale Parade and Pascoe Vale Road) and a link between Dimboola Road and Johnstone Street. A signalised crossing at Johnstone Street and a footpath through Johnstone Street Reserve ultimately completes the connection to the Moonee Ponds Creek trail.
The Tanderrum Way extension, completed in May 2010, plays a key role in the pedestrian and cycle as it provides for a high quality public realm environment and a key connection between the town centre and Broadmeadows Railway Station.
