| Social Justice Charter Annual Report 2008 | | This Annual Report is the first since the launch of the Social Justice Charter in December 2007 and Social Justice Charter Actions Plans 2007/08 - 2009/10. It outlines progress since that time to address disadvantage and enhance community wellbeing, as well as Council actions that contribute to the advancement of a fair and just society at a local and state level.

| Citizens Bill Of Rights | | Every citizen of Hume City is free and equal in dignity and in rights and is entitled to aspire to the quality of life that allows them to freely realise their potential.
Hume City Council affirms that each and every one of our citizens and people who work or visit Hume City, have universal, inalienable human rights. These rights are recognised under international, Australian and Victorian law, to varying degrees, including those rights set out in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.
From 1 January 2008, all public authorities, including local councils, are obliged to act compatibly with the Victorian Charter Act. The Hume City Council is expected, under the Victorian Charter Act to: • Act compatibly with all rights • Assess all rights when considering the impact of a situation on human rights. • Ensure that no right has priority over any other right • When determining whether a right can be reasonably limited, the interests of all the parties are balanced and considered. | Friends of Aileu | | | Hume City Council, with Moreland City Council, established a Friendship City relationship with Aileu in East Timor in 2000. Aileu is a region about 50 kilometres south of Dili. Council considers it commitment to Aileu as a demonstration of the global character of social justice and as an opportunity for Hume City's diverse communities to work together to support others experiencing disadvantage and injustice. The Friends of Aileu, which includes representatives of Council, meets regularly to consider and discuss strategies to support and promote the Friendship City relationship with Aileu. | Hume Indigenous Advisory Committee | | The Hume Indigenous Advisory Committee is a specialist advisory committee to Council, with responsibilities to identify and make recommendations to Council on issues relevant to Hume's Indigenous residents. The Committee’s membership includes representatives of the Gunung-Willam-Balluk, Enmaraleek Inc, the Koori Open Door Education School, the Gunung-Willam-Balluk Learning Centre of Kangan Batman TAFE and representatives of organisations providing services to the Indigenous community of Hume City. | Hume Road Safety Plan 2005 - 2008 | | | The Hume Road Safety Plan 2005-2008 identifies road safety issues of significance to our local community and recommends a range of actions designed to target these issues. The plan was developed through analysis of crash data and input provided by key road safety partners and the local community. Endorsed by Council late in 2004, the Hume Road Safety plan aims to reduce the incidence and severity of road trauma in Hume City and enhance safety for local residents and all who work or travel through our municipality.
