Building Safety

The Building Regulations 2006 require that building owners maintain safe buildings for occupants, tenants and the public. Building owners are required to maintain the Essential Safety Measures and equipment in their buildings to minimum Australian Standards. Essential Safety Measures include:

  • Fire Extinguishers and Fire Hose Reels
  • Fire Hydrants and Sprinkler Systems
  • Smoke Detection Devices/Alarms
  • Emergency Lighting and Exit Signs
  • Exit Doors, locks and latches
  • Exit paths of travel

Building Permit or Approval documents are a helpful resource for determining the Essential Safety Measures required within individual buildings. Private Building Surveyors registered in Victoria can certify the Essential Safety Measures in your building. Council advises building owners to have service and maintenance agreements in place with companies that specialize in the service and maintenance of Essential Safety Measures and equipment. Building owners are also encouraged to seek expert advice to ensure that their buildings are safe, and comply with the requirements of the Building Regulations. Council does carry out random audits of the Essential Safety Measures in buildings throughout the municipality to ensure complying maintenance and safety. Failure to regularly service and maintain Essential Safety Measures, or making changes to buildings without permits, can result in enforcement or prosecution - for which significant fines do apply.

Building and Works Code of Practice

Council's Local Law No.1 - 2004 requires builders to comply with the Building and Works Code of Practice in the following areas:

  • containment of building sites
  • entry to building sites
  • building site identification
  • sanitary facilities
  • building site waste and litter
  • pedestrian and traffic hazards & safety
  • soil stockpiles
  • storm-water drains - silt and pollution controls
  • hours of work on building sites
