The 'Local jobs for local people' handbook is designed to provide local government leaders with the practical knowledge needed to implement the Hume program model in their own communities.
The Local Jobs for Local People handbook(PDF, 6MB) is relevant to federal and state government decision-makers, employers, employment and service providers, vocational training organisations and other organisations working to address unemployment and improve social cohesion.

The Hume Jobs and Skills Taskforce (HJSTF) provides strategic stewardship for planning whole of government and community support to improve employment opportunities for Hume residents while providing an effective labour supply to local businesses.
Membership includes representation from the two employment and learning committees, all tiers of government, industry, community, secondary and higher education providers.

Hume Employment and Learning Committee (ELC)
This is a formal committee in Hume bringing together employment and learning providers to support the Hume community and to maximise employment and learning opportunities for Hume residents. The Hume ELC is represented by Jobactive providers, Disability Employment Services providers, Jobs Victoria Employment Network providers, Services Australia, Hume City Council, Hume Whittlesea Local Learning and Employment Network and local training providers.

Melbourne’s North Talent Community
Melbourne's North Job Link is an online repository of regional jobs, trending industries, the emerging gig economy and entrepreneurship. The project is collaboration between Hume City Council, NORTH Link, and the following Councils:
- City of Darebin
- Moreland City Council
- City of Whittlesea
- Nillumbik Shire Council
This community has a population catchment of over one million people.

Hume Community Revitalisation Projects
Jobs Victoria's $10.8 million Community Revitalisation Program offers new pathways to employment for those facing entrenched barriers to meaningful and ongoing work. Community revitalisation involves the community as active participants in delivering solutions. The following community revitalisation initiatives are currently underway in Melbourne's North:
- Employment Readiness and Careers Counselling is an intensive person-centered approach using the Employment Readiness Scale, targeted career development strategies and professional careers guidance to assess levels of work readiness and employability.
- Passport to Work aims to increase the level of productivity and emotional resilience of local job seekers over a three to four month period so that they are ready to move into meaningful, ongoing work.
- Stepping Stones to Economic Inclusion is a staged program of activities to develop small business and self-employment capabilities for recently arrived migrant and refugee women. The program is tailored and aims to build on each participant's strengths and experiences. Participants are offered a suite of culturally tailored workshops, mentoring and holistic support to develop business capability and improve financial security and social connectedness.

Permanent Resident Employment Program
The Permanent Resident Employment Program (PREP), assists overseas-trained engineers to gain employment in Engineering in Victoria. PREP is a four-week part time, online program through LaTrobe University. This program will provide you with the skills and knowledge of Engineering in the Australian context. You will be supported in sourcing employment in your area of expertise upon successful completion of the online program.
Hume City Council Local Jobs for Local People and Multiversity will be providing sponsorship for residents but limited places apply.
All successful applicants must meet the following criteria:
- You are currently looking for a role in engineering.
- You have worked overseas in engineering.
- You have a current resume that includes your experience overseas.
- You have Educational Qualifications, Engineering Certificates and Technical Certificates.
- You have Confirmation of Citizenship / Residency / Visa Status.
- You are a resident of Hume City.
