A positive plan for our community 

Hume City Council’s Draft Council Plan 2017–2021 (2020/21 Actions) and Draft Budget 2020/202is a commitment to positive outcomes for those who live, work and study in Hume. 

We are supporting our community with a major funding injection to create local jobs for local people. 

We are moving ahead with the biggest infrastructure program in our history and boosting funding to essential day-to-day services to help respond to the impacts of the coronavirus. 

And we are maintaining an economic approach that is built on good governance, sound financial management, and the principles of social justice and environmental sustainability.   

The Draft Council Plan 2017–2021 (2020/21 Actions) and Draft Budget 2020/2021 are available for public exhibition until Wednesday 10 June 2020. Further details on the submission process can be found towards the bottom of this page. 

Building a better future 

It is an important time to continue to invest in our community, and that is why we have earmarked a record $430 million over the next four years to deliver more than 500 new capital works projects.  

In 2020/21, $106 million in new funding will enable the delivery of 150 shovel-ready projects to stimulate our economy, creating thousands of construction jobs. 

We will construct roads, footpaths, walking and cycling paths and bridges, develop community facilities, stadiums and pavilions and upgrade sporting reserves, parks and playgrounds.

A boost to essential day-to-day services 

We will provide $295 million to meet the growing demand for a variety of day-to-day services including waste and recycling, planning and building, preschool, maternal and child health, immunisation, aged services, business programs, libraries, leisure centres and community facilities.

A responsible rate rise to meet record growth 

To fund the package of capital works and the program of essential day-to-day services, our rate rise will be two percent in line with the Victorian Government’s Fair Go Rates System.  

We believe this is a responsible rate rise to support of record population growth in our region. To support our ratepayers through COVID-19, no interest will be charged on outstanding balances from 1 June 2020 until 31 December 2020.

Supporting our community through COVID-19 

The coronavirus has had an enormous impact on everyone in our community. We will continue the roll out of $5.5 million to support local businesses, sporting clubs and community groups with a stimulus package that responds directly to the impacts of COVID-19.

How to make a submission

In accordance with section 223 of the Local Government Act 1989, written submissions on any proposal contained within the Draft Council Plan and Budget will be accepted between Wednesday 29 April 2020 and Wednesday 10 June 2020. Submissions received will be included in an agenda for a meeting of Council that will be made available to the public.

Any person who wishes to be heard in support of their written submission must request this in their submission. Such persons will be entitled to appear in person or by a person acting on their behalf before a Committee of the Whole Council where submissions will be heard. The Committee will consider any submissions received on Monday 15 June 2020 at the Town Hall Broadmeadows.
