Draft Council Plan and Budget 2018/19

Submissions in response to the Draft Council Plan 2017-2021 (2018/19 Actions) incorporating Disability Action Plan and Strategic Resource Plan and Draft Annual Budget 2018/19 are now open. 

Copies of the Draft Plan and Budget may be inspected at Council’s Customer Service Centres in Broadmeadows, Craigieburn and Sunbury and at Council’s Libraries. These documents can also be viewed online from the 'Key Documents' section on the left, along with a series of Fact sheets.

The Draft Council Plan 2017-2021 (2018/19 Actions) outlines the key projects and objectives Council wants to achieve over the next four years, with projects and services funded via the Draft Budget. Each year we undertake a broad range of community consultation and engagement activates to support Council in setting these priorities. This year, this included:

  • A community survey of 500 randomly selected telephone interviews
  • An online and paper based community survey
  • An online ‘Budget Simulator’
  • Face-to-face pop-up engagement sessions at Council events from December to April
  • Community applications for infrastructure projects.

Both Council and Council Officers carefully considered your feedback during the development of the draft Council Plan and Budget, and this feedback shaped the development of key actions for 2018/19 and beyond. The Draft Council Plan includes further information on this engagement process and the feedback we received.

With the Draft Council Plan and Budget having been endorsed by Council, we now welcome further community input into these documents during the ‘submission process’ before it's expected to be formally adopted on the 25 June 2018.


Written submissions about the draft Budget and draft Plan will be considered in accordance with section 223 of the Local Government Act 1989. Written submissions may be made on any proposal contained within the draft Budget and draft Plan. Submissions may be included in an agenda for a meeting of the Council that will be made available to the public. Submissions will be accepted between Wednesday, 2 May 2018 and Wednesday, 30 May 2018 and should be addressed to: Mr. Domenic Isola, Chief Executive Officer, Hume City Council, PO BOX 119, DALLAS, 3047 or at contactus@hume.vic.gov.au.

Any person who wishes to be heard in support of their written submission must request this in their submission. Such persons will be entitled to appear in person or by a person acting on their behalf before the Council meeting where submissions will be heard. Council will consider any submissions received on Monday, 4 June 2018 at 6.30pm in the Council Chamber, (Hume Global Learning Centre), Broadmeadows.
