Council Plan and Budget
Our community vision - A sustainable and thriving community with great health, education, employment, infrastructure, and a strong sense of belonging – outlines the community’s aspirations for Hume City’s future. The Vision was developed through a deliberative engagement process with people who live, work, visit or own a business or residence in Hume City.
Our Community Vision is supported by three themes that guide what Council and the community can do together to achieve our long-term aspirations:
- A community that is resilient, inclusive, and thriving.
- A city that cares about our planet and is appealing and connected
- A Council that inspires leadership, is accountable, and puts the community first.

The Council Plan 2021–2025 sets the strategic direction of Council in helping support the delivery of our Community Vision and outlines the themes, strategic objectives and strategies/actions that Council will be undertaking during their four-year term in order to achieve the community’s vision and aspirations. This Council Plan also incorporates the Disability Action Plan, the Community Safety Action Plan and the Pathways to Sustainability.
The Community Vision and Council Plan align with the community priorities and were developed through a deliberative engagement process.

The Financial Plan outlines the financial and non-financial resources for at least the next 10 financial years to support the delivery of the Council Plan and other strategic plans of the Council.

In the next 12 months, we are delivering a renewed focus on our recovery from the pandemic. This will see an additional $3.04 million to support local businesses, sporting clubs, community groups and ratepayers with a stimulus package that responds directly to the needs of community.
The 2022-23 Budget will also provide $165.65 million for a variety of day-to-day services in libraries, leisure centres, preschool, maternal and child health and aged and disability programs.
More than $558 million in new funding will be invested in community facilities, roads, footpaths, parks and reserves over the next four years, including $101 million in the next 12 months.

Building a better Hume
There has never been a more important time for Council to invest in the critical projects our community needs and to create jobs for our local people.
That's why we're investing more than $558 million in new funding in community facilities, roads, footpaths, parks and reserves over the next four years, including $101 million in 2022-2023.
We will construct roads, footpaths, walking and cycling paths and bridges, develop community facilities, stadiums and pavilions and upgrade sporting reserves, parks and playgrounds.
A lifetime of services
Very few organisations provide a lifetime of services – but Hume City Council does.
We’re with you through all stages in your life – from the first Maternal and Child Health visit, to services that keep you comfortable and connected in your later years.
Our 2022-23 Budget strengthens our connection with the community further, with $165.65 million provided to continue a lifetime of services including waste and recycling, planning and building, preschool, maternal and child health, immunisation, aged services, business programs, libraries, leisure centres and community facilities.
