Local Government Elections 2020
The Victorian Electoral Commission (VEC) is responsible for running general elections for all Victorian local councils. Voting for local elections held in 2020 closed on 23 October 2020.
On 12 February 2021, the VEC sent apparent failure-to-vote notices to persons who were required to vote at the Hume City Council 2020 general election, however appear not to have voted.
Instructions on how to respond to an apparent failure-to-vote notice are fully detailed on the notice, and a reply-paid envelope is provided. If you have any enquiries about an apparent failure-to-vote notice, please contact the VEC’s Compulsory Voting Centre on 1300 551 575.
Hume City Council has no involvement in sending apparent failure-to-vote notices and Council cannot accept responses to notices on behalf of the VEC. Please send responses directly to the VEC.
Apparent Failure-to-Vote Notices
On 12 February 2021, the Victorian Electoral Commission (VEC) sent apparent failure-to-vote notices to persons who were required to vote at Hume City Council 2020 general election however appear not to have voted.
Information on apparent failure-to-vote notices:
- persons issued with an apparent failure-to-vote notice should respond to the notice directly to the VEC by providing the reasons why they failed to vote at the election. If a person does not respond or does not provide a sufficient response, they may be issued with an infringement notice which carries a penalty of $83.00;
- instructions on how to respond to an apparent failure-to-vote notice are fully detailed on the notice, and a reply-paid envelope is provided;
- the VEC’s compulsory voting centre can be contacted on 1300 551 575 for any enquiries about an apparent failure-to-vote notice;
- Hume City Council cannot accept responses to apparent failure-to-vote on behalf of the VEC. Please send responses directly to the VEC.
Campaign donations
Under the Local Government Act 2020, Section 306:
Within 40 days of election day, a person who was a candidate in the election must give an election campaign donation return to the Chief Executive Officer. An election campaign donation return must -
- be in the prescribed form; and
- contain the prescribed details in respect of any gifts received during the donation period by or on behalf of the candidate, to be used for or in connection with the election campaign, the amount or value of which is equal to or exceeds the gift disclosure threshold.
Copies of Election Donation Return forms will be included in Candidate Information Kits and will be made accessible on this page when they become available.
Within 14 days after the deadline for lodgement of completed Campaign Donation Returns by candidates, summaries of each return lodged will be made available on Council’s website and will include the following information:
a) the name of the candidate
b) if a gift is included in the return, the name of the person who made the gift, and the value of the gift received from that person
This information will remain on Council's Internet site until the close of the roll for the next general election.

Hume City Council Ward Boundaries
On 9 July 2020, Hume City's Ward Boundaries were gazetted, affecting the boundaries of each of the three wards. This may affect which ward you are required to vote in for the upcoming election. Candidates can stand for election for any ward within a council, even if their enrolled address is in a different ward within the council.
The Hume municipality is divided into three wards:
Aitken Ward(PDF, 2MB)

Election Caretaker Period Policy
The election period commences on the last day that nominations can be received, being Tuesday 22 September 2020 at midday, and ends at 6pm on Election Day, Saturday 24 October 2020.
During the Election Period, Council's Election Caretaker Period Policy will apply. This policy provides guidance to Councillors, staff and candidates in the lead up to, and during the period for the 2020 elections, and commences from midnight on Tuesday 22 September 2020 to 6pm on Election Day, Saturday 24 October 2020.
