Four Year Old Preschool

Your child is eligible to enrol in Four-Year Old Preschool if they turn four by 30 April in the year of attendance.

Applications for Four-Year Old Preschool can be made by emailing or visiting one of our Customer Service Centres. You will need to complete a separate application form for each child in your care, e.g. twins.

Step 1.Download the application form

Download the Four Year Old Preschool Application Form(PDF, 1MB). Please note, a non-refundable $16 application fee applies.

Step 2.Nominate three preschools

You will be required to nominate three preschool preferences as part of your application. Please try to choose preschools that you would be happy to accept a place at. You are welcome to contact any preschool you are interested in to arrange for a tour to help you decide which one will best suit you and your child.

Step 3.Prepare supporting documents

To complete your application you will need:

  • Proof of child's birth. Please provide one of the following:
    • A copy of the child's birth certificate
    • A copy of the child's passport
    • An Australian Immunisation Register (AIR) from the Services Australia website
  • Proof of residence in Hume. Please provide one of the following:
    • A copy of your current driver's license
    • A copy of rates notice
    • A copy of any utility bill.

Step 4.Submit your application

Applications can be made by submitting the application form along with your supporting documents at one of our Customer Service Centres.

Your child must turn four by 30 April in the year of attendance:

Some children are eligible for a second year of funded preschool. Find out more by visiting the Department of Education and Training website.

There are no Preschool fees for 2021.

In order to be considered in the initial preschool placement intake (end of August), your application must be submitted by 30 June in the year before your child attends preschool. Any applications received after this date will be processed throughout the year. 

Offers will be made by email or mail. Offers are made based on date of application and Priority of Access.

If you are applying two years in advance, you will be offered a place by the end of August in the year prior to your child’s attendance. For example, if you have applied for your child to attend in the 2023 preschool year, you will be offered a place in August 2022.

If you are offered a place you will have two weeks to accept and respond.

If there are no places available at your preferred preschool, we will let you know of places available at other preschools. You may choose one of them or remain on a waiting list.

If you have received a placement offer for your child, please return your printed form by email to or in person at any Customer Service Centre.

To make changes or cancel your child's application, you may complete the Change, Defer or Cancel your Application/Placement form online.

For any changes to program preferences submitted by 30 June in the year before attendance, the original registration date will be retained.

Changes to preferences submitted after 30 June in the year before attendance will result in a new registration date.

If your concession card details have changed, please complete the Update your Concession Card Details form online and attach a copy of your current, valid concession card.

Your concession card must be valid in order to be eligible for the Preschool Fee Subsidy.

You can defer your child’s application to the following year by completing the Change, Defer or Cancel your Application/Placement form online.

A deferral can only be submitted where a preschool placement offer was made or accepted, and the child has already attended in Term 1.  Please refer to the Preschool Enrolment Policy for more information or call 9205 2538.


In addition to Council-run preschools, Council also assists some non-Council run preschools with registrations. You can choose non-Council run preschools as preferences in your application. Information about non-Council run preschools, session times and fees are available from each preschool directly.

We encourage you to visit any preschool you are interested in. You can contact the preschool to make an appointment to speak with an educator.

Preschool Open Night

Preschool open nights are held in February each year.

In 2021, the Open Night will be held on Tuesday 23 February 2021.  Click for the list of participating centres(PDF, 237KB).

Applications Open

Preschool applications open on the first business day in March each year, two years before the year of attendance.

Under the ‘No Jab, No Play’ legislation that came into force on 1 January 2016, children are required to be fully vaccinated for their age before they can be enrolled in any preschool program.

Documentation is required by your child’s preschool confirming that your child is fully immunised, is on a vaccination catch-up program or is unable to be fully immunised for medical reasons.
