Reconciliation Action Plan (RAP)

Reconciliation is about strengthening relationships between Aboriginal and Torres Strait Islander peoples and non-Indigenous peoples, for the benefit of all Australians.

For Aboriginal and Torres Strait Islander peoples, Australia’s colonial history is characterised by devastating land dispossession, violence, and racism. Reconciliation acknowledges these harms and works to find a way forward that addresses these harms, while enriching the whole community through shared understanding.

Hume City Council has been committed to reconciliation for more than a decade, beginning with its first Reconciliation Action Plan (RAP) in 2013. Since then, we have continued to strengthen relationships, respect and opportunities for Aboriginal and Torres Strait Islander peoples through successive RAPs.

Our 2026-2028 Reconciliation Action Plan is our second Reconciliation Australia-endorsed Innovate RAP, building on previous achievements and guided by the themes of Relationships, Respect, Opportunities and Governance. It outlines actions to strengthen partnerships with Aboriginal and Torres Strait Islander peoples, support self-determination, and embed reconciliation across our organisation and community.

Key achievements in previous RAPs include:

  • Expanding Aboriginal and Torres Strait Islander representation in library collections
  • Increasing the use of Traditional Place Names
  • Creating Bubup Nganjin Program to assist Aboriginal and Torres Strait Islander families and children from birth to school age
  • Establishment of Westmeadows Indigenous Community Garden
  • ‘Welcome Baby to Country’ ceremony conducted annually since 2012
  • Delivery of Reconciliation Mosaics trail

A major project from a previous RAP is our Stolen Generations Marker at Malcolm Creek Wetlands in Craigieburn. It acknowledges Aboriginal and Torres Strait Islander children forcibly removed from their families and communities under government policies between 1910 and the 1970s. We encourage all residents to visit the Marker as the site reminds visitors of the lasting impact these injustices have on children, families and communities.
