Railway Crescent Pedestrian Crossing Upgrade
- Project statusConstruction
- Project value$355,000
What we are doing
This project will deliver a new raised pedestrian crossing (wombat crossing) on Railway Crescent, Broadmeadows, opposite Broadmeadows Station, to improve safety and accessibility for people crossing the road.
The project includes:
- A raised pedestrian crossing to improve pedestrian safety and accessibility.
- A raised platform and approach ramps to help reduce vehicle speeds.
- Improved street lighting around the crossing.
- Energy-absorbing bollards to provide additional protection for pedestrians.
- An upgraded accessible parking space near the local shops.
- New signage and line marking.
- Streetscape improvements.
- Stormwater drainage upgrades.
Why are we doing these works?
This project was identified through the Broadmeadows North Local Area Traffic Management (LATM) Study following community feedback regarding vehicle speeds and a lack of safe pedestrian crossing opportunities in the area.
Railway Crescent is located adjacent to Broadmeadows Station, a major public transport hub that includes metropolitan rail services, V/Line services and a bus interchange. The area also experiences high pedestrian activity due to its proximity to local shops, community facilities and Penola Catholic College.
Council has observed strong pedestrian demand at this location, with many people regularly crossing Railway Crescent to access the station and surrounding destinations. The existing road alignment also includes a bend in the roadway, reducing visibility and highlighting the need for additional traffic calming measures.
The project will:
- Improve pedestrian safety and accessibility.
- Provide a formal crossing point at a location with high pedestrian demand.
- Encourage lower vehicle speeds.
- Improve access to Broadmeadows Station and nearby facilities.
- Enhance accessibility for people with mobility aids, prams and wheelchairs.
- Improve the streetscape and public realm.
When will works commence?
Construction is currently underway, and works are scheduled to be completed by late-October 2026, weather permitting.
Construction of the project will require temporary traffic management measures to maintain safety for road users, pedestrians and construction workers.
Depending on the stage of construction, these measures may include:
- Temporary lane closures.
- Short-term road closures and vehicle detours.
- Temporary footpath closures and pedestrian detours.
- Temporary parking restrictions and parking bay closures.
- Temporary relocation of bus stops.
- Bus detours where required.
Traffic controllers will be on site to assist road users and pedestrians and to maintain safe access through the area where possible.
Appropriate signage will be installed to guide motorists, pedestrians and public transport users around the works. Council has also consulted with the Department of Transport and Planning (DTP), Public Transport Victoria (PTV) and Dyson Group to minimise impacts on bus services and ensure suitable alternative arrangements are in place where required.
Nearby residents and businesses will be notified in advance of any significant traffic changes, road closures or construction impacts.
Partnerships
Funding from the Transport Accident Commission's (TAC) Local Government Grant Program is helping deliver this project in partnership with Hume City Council.
During the design phase, Council consulted with the Department of Transport and Planning (DTP), Public Transport Victoria (PTV) and Dyson Group to ensure the proposed crossing could be safely accommodated near the Broadmeadows Station bus interchange.
