Detailed Design Submissions

This page is to assist developers and their agents with the Engineering and Landscape requirements for large scale developments and to clarify the process for submitting detailed design forms to Council.

FLP Designs

Step 1.Prepare your documents

Before submitting your Functional Layout Plan (FLP) form to Council, you will need to have all required documents ready to be uploaded.

Step 2.Submit Functional Layout Plans

Once all required documents are prepared, complete the Functional Layout Plan submission form, and attach the Functional Layout Plans.

Step 3.Plan Review Process

The Engineer assigned to your project will review the FLPs and contact you with any Request for Further Information comments.

Step 4.Submission Outcome

Once all RFI comments have been addressed, approved plans will be sent to your nominated email address.

Civil Designs

Step 1.Get your supporting documents ready

Before submitting your civil detailed design form to Council, you will need to have all required documents ready to be uploaded. This includes your design drawings, traffic assessment report and many other important documents.

Step 2.Submit your submission

Once you have the required documents ready, you are ready to submit your design submission to Council. This can be done online or by using our printable form. Applicants must use either of these forms when submitting their design to Council.

Step 3.Our Process

Approval of Detailed Design Plans can take 30 working days from submission to finalise. This timeline allows for 8 days administration time. If Council requires further information from you when making a decision, the statutory clock will stop.  Please note the stop and start of the clock will be communicated to the applicant. Please see the process tab above for more information about how we handle these submissions. 

Step 4.Submission outcome

Once your submission has been fully assessed by an officer, you will be advised of an application outcome. Approval of Detailed Design Plans can take 30  days to finalise excluding additional administration process times. 

If your submission is approved, approved plans will be forwarded to your nominated email address.

Landscape Designs

Step 1.Get your documents ready

Before submitting your detailed landscape designs form to Council, you should have the following documents ready to be uploaded:

  • Detailed Landscape Plans
  • Opinion of Probable Cost (OPC) - Excel File
  • Completed Landscape Fees Calculator(XLSX, 22KB) - Excel File

  • Landscape Technical Specification
  • Arborist Assessment Report (if applicable)
  • Land Management Plan (if applicable)
  • Cultural Heritage Management Plan (if applicable)
  • Melbourne Water Management Plan and Agreement (if applicable)

Step 2.Submit Your Landscape Application

Once detailed engineering plans have been approved and all required landscape documents are prepared, you can submit your application online or using our printable form.

Step 3.Plan Review Process

The review of Detailed Design Plans begins once the submission is received and assigned to a Landscape Officer to review.

If additional information is required, you will be notified by the Landscape Officer directly.

Step 4.Submission Outcome

Once all landscape comments have been addressed, approved plans and approval letter will be sent to your nominated email address.

You will need to provide electronic copies of the below documents when submitting your civil detailed design application form to Council:
