Council Road Programs

We’re committed to maintaining and improving the roads our community uses every day. Through our Capital Works program, we deliver a range of road projects and programs, including:

Road rehabilitation

Asphalt Resurfacing Program

Through our Asphalt Resurfacing Program, we’re renewing asphalt surfaces at the end of their life and carrying out structural patching where needed. These works improve safety, efficiency, and accessibility across the road network for all users, providing smoother journeys for drivers, cyclists, and pedestrians.

Road Hump Replacement Program

This program focuses on renewing existing road humps that have reached the end of their useful life. Older road humps are removed and replaced with upgraded designs that meet current standards and guidelines, such as replacing rubber road cushions with new asphalt raised safety platforms.

This is a dedicated asset renewal program and does not involve the installation of new traffic calming treatments.

 

 

Traffic related improvements

Indented Parking on Narrow Streets

Indented parking on narrow streets helps reduce congestion, improve access for emergency services, and make streets safer for everyone. 

It’s a simple way to add more parking without blocking the road, making a big difference for our neighbourhoods.

LATM Facilities Program

Local Area Traffic Management (LATM) upgrades help make local streets safer for pedestrians, cyclists, and drivers.

By improving intersections and crossings, these works support safer, more accessible neighbourhoods across the city.

Each LATM project includes community input at every stage. We gather feedback on local traffic concerns, investigate the issues, and develop a draft plan. This plan is then shared with the community for further feedback before improvements are implemented.

Traffic Management Facilities Program

This program delivers individual traffic safety improvements such as speed humps, pedestrian crossings, traffic islands and intersection changes. These works are carried out where safety issues or risks have been identified, even if they are not part of a formal Local Area Traffic Management (LATM) study.

 

Safe Local Roads and Streets Program

Through the Victorian Government’s Safe Local Roads and Streets Program, we’re delivering key safety upgrades, including raised pavements, intersections, and wombat crossings. With $2 million in funding, $1.2 million of upgrades are happening this year and the rest next year-keeping our roads safer for everyone. This program is funded through to 2027.

Below is a list of the projects currently funded for completion in 2026:

  • Elevation Boulevard (between Vantage Boulevard and Gilded Way), Craigieburn – Wombat crossing upgrade
  • Grand Boulevard (near Highlands Shopping Centre), Craigieburn - Modify raised crossing
  • Arena Avenue (between James Mirams Drive and Silvester Parade), Roxburgh Park - Installation of raised pavements
  • Matthews Crescent / Roxburgh Park Drive (at intersection), Roxburgh Park - Raised intersection
  • Highlander Drive (between Streamside Drive and Brookfield Drive), Craigieburn - Construct raised safety platforms at pedestrian crossing points
  • Gladstone Park Drive (between Mickleham Road and South Circular Road), Gladstone Park - Upgrade existing zebra crossing to Wombat crossing
  • Hudson Circuit / Malmsbury Drive (at intersection), Meadow Heights – Raised intersection

 

New footpath program

We’re building new footpaths across Hume to close gaps in the network, making it safer and easier for people to get around.

These upgrades support safer walking for children, families, and older residents, while improving connections between homes, streets, parks, schools, and shops. Each new path helps keep our community active and connected.

 

Road upgrades

Our Road Upgrade Program focuses on major improvements to the capacity, safety, and efficiency of key roads across the municipality. This includes road duplications, widening projects, intersection upgrades, and the addition of turning lanes, medians, and improved drainage.  

By delivering targeted upgrades, we reduce congestion, improve traffic flow, and create safer, more reliable connections for all road users.

 

Drainage rehabilitation

Our Drainage Rehabilitation Works Program focuses on maintaining and upgrading stormwater infrastructure to ensure it operates effectively during rainfall. This includes repairing and replacing pipes, drainage pits, culverts, and open drains to improve water flow and reduce flooding risks.

We prioritise areas with recurring water issues, damaged assets, or ageing infrastructure, using inspections and community feedback to guide our work. By keeping the drainage network in good condition, we help protect roads and properties, improve safety during wet weather, and support a more resilient and sustainable community.
