Welcome to a quick wrap up of key items that were discussed at our Council Meeting on Monday 13 July 2026.
1. Proposed Amendment C283 - Jacksons Hill Sunbury Rezoning
The Department of Transport and Planning on behalf of the Minister for Planning is preparing Amendment C283hume to allow for future redevelopment of the former Victoria University site at Jacksons Hill, Sunbury.
Council raised concerns the proposed planning controls do not provide enough certainty that any future plans for redevelopment at the site will align with the vision of the Jacksons Hill Master Plan 2018. Council will write to the Minister for planning to request that Amendment C283hume be strengthened to ensure any future developments align with the master plan, keeping heritage protection, creativity, learning and community at heart.
2. Adoption of Service Catalogue
Council has adopted a Service Management Catalogue, which lists all community-facing Council services and provides the foundation for implementing service management across the organisation, including the delivery of other Service Management Framework components.
This will help Council ensure services deliver the greatest benefit to the community, make the best use of public funds, and support long-term financial sustainability.
3. 2026 Youth Opportunity Scholarship
Council will award a $1,000 Youth Opportunity Scholarship to twenty-seven Year 10 students, recognising their continued effort and progression in their studies in 2026.
Local secondary schools and Kangan TAFE were invited to nominate deserving recipients. The scholarships will be awarded at an event on Friday 31 July 2026 at the Craigieburn Hume Global . Learning Centre.
4. Dogs in Open Spaces - Draft for Consultation
Council has endorsed the draft Dogs in Open Space Plan for community consultation. The plan aims to guide how dogs can use open space across Hume, including where dogs can be on-leash or off-leash, where dogs are not allowed for safety or environmental reasons, and rules for dogs in open space across Hume.
The consultation will be open from 22 July to 23 August.
