The Medium Density Housing Design Guide is a practical tool to help improve the design of medium‑density housing in Hume City, particularly infill development in established residential areas. We use it to encourage better design outcomes and to support discussions with developers and designers.

The key aims of the Medium Density Housing Design Guide are to:

  • Achieve better design outcomes for medium‑density housing by supporting Council advocacy and negotiations with developers.
  • Clearly explains how the Townhouse and Low‑Rise Code in the Victoria Planning Provisions can be applied in practice.

  • Provides local guidance for Hume City, building on the State Government’s Designing Better Medium Density Housing in Victoria (2025) by responding to our specific urban conditions.

The Medium Density Housing Design Guide encourages new development that is well designed, more sustainable and makes a positive contribution to the street. The Design Guide presents this information in three sections.

  • Site Factors – outlines the elements that should be taken into consideration for all medium density housing proposals to ensure that new development is appropriate for the site, is designed well, is more sustainable and makes a positive contribution to the surrounding public realm.

  • Building Typologies - outlines the five most common forms of medium density housing, where it is encouraged and the preferred layout options for these forms of development.

  • Key Design Elements - provides guidelines to ensure new development contributes to the local streetscape positively by maximising passive surveillance and creating visual interest through well designed built form, quality materials, landscaping and activated building frontages.
