The YMCA Victorian Youth Parliament supports young people aged 16 to 25 to speak up and be heard about issues that they are passionate about and represent their local community.

The Hume YMCA Youth Parliament team will:

  • be supported to write a Bill addressing a state-based issue that they would like to see changed or added into Victorian Legislation.
  • introduce Bills into the Youth Parliament, which will be debated and voted upon during the sitting week held in the chambers of Parliament House, Victoria.
  • engage in a range of personal and professional development sessions, such as attending residential camps.

Multicultural Inclusion Education in Secondary School Curricula Bill 2026

The Hume City Council team debated their Bill on ‘Multicultural Inclusion Education in Secondary School Curricula Bill 2026’ as part of the Legislative Council on Thursday 2 July 2026. Hume City Council’s Bill passed with parliamentary majority.

A Bill was an Act to strengthen multicultural inclusion education within Victorian secondary school curricula. The Bill provides a structured approach to multicultural education in government secondary schools through three key initiatives. It establishes professional development programs for teachers and school staff to improve cultural competency and inclusive teaching practices. It introduces a Contemporary History subject for Years 7–10, examining Australian migration since 1945 and the contributions of diverse communities. The Bill also establishes an annual Cultural Expo to encourage student engagement with different cultures through interactive learning, community participation, and shared experiences.

This Bill aims to address the growing cultural diversity within Victoria and ensure schools reflect the multicultural reality of Australian society. By strengthening educator training, expanding curriculum content, and creating opportunities for intercultural engagement, the Bill seeks to reduce prejudice, promote mutual understanding, and build stronger social cohesion among young people. Ultimately, it prepares students to participate respectfully and confidently in an increasingly diverse community.

What was your overall experience of the YMCA Youth Parliament program?             

“It was an absolutely life-changing experience that few are given the opportunity to partake in. I was able to build a network of such like-minded, hardworking and active individuals who have all left some impact on the world around them. Not only that, but being able to stand in Parliament House and have your voice heard is such a memorable experience. It is truly empowering to be given a platform where real decisions are made. But the best part of it all are the small memories that were made along the way, whether it was drowning in paint, laughing with my incredible team or having the time of my life at Wreck!”

What did you learn throughout this experience?             

“I learnt how to speak up for other people; I learnt how to empower an audience; I learnt how to speak from the heart and genuinely move people for a real cause, for real change, for other real people. I learned how to make a network of strong individuals. I also learned more about politics, advocacy and legislation. Standing in parliament where bills are constantly reforming Australia to become a better place for all those who call it home, the program is a hub for skills like bill-writing, debating, persuasion and political literacy.”

What was your highlight/s from being in this program?              

“The biggest highlight of this camp has to be "mess"! The most unpredictable day of camp where participants engage in camp activities, traditions and fun outdoors! Oh and the unexpected part.... a complete free-for-all with paint, slime, colour and all else where you get to drench your friends and have the absolute time of your life, almost like a colour run (terms and conditions apply) And the other highlight of the camp has to be getting the chance to speak up in parliament and connecting with such amazing people that we still catch up with even outside of youth parliament! Connections that are carried even beyond the legislative assembly.”

What could be improved from this program?      

“More free time to actually connect with other young people in the program. Make more memorable experiences around the beautiful campsite with new friends. Mentor meetings where we learn about speech writing and actually practise speaking and orating. Apart from that, it was such a perfect camp. I've been to so many camps, but without a doubt I must say that this was the absolute BEST camp I have ever been to.”

Why would you recommend this program to other young people?     

“I'd recommend Youth Parliament to anyone who wants their voice to matter beyond the classroom. Drafting a bill, defending it under pressure, and watching real legislation shift because of it builds confidence no assignment can. You leave with sharper debate skills and proof that young people can genuinely change policy.”

What was your overall experience of the YMCA Youth Parliament program?             

“I had a really fun time and am so upset that I can’t be a participant again. The program gave me another family and a file of memories.”

What did you learn throughout this experience?             

“This experience taught me how to better connect with people as a leader and also how to gain more confidence in public speaking.”

What was your highlight/s from being in this program?              

“My highlight was for sure being announced as the youth premier. I will never forget the moment they called my name and people started cheering and me jumping from my seat and seeing the smiles on my friends faces.”

What could be improved from this program?      

“I would say that people should have more of an ability to freely choose what they want to participate in: most participants would often say that they wish they could just have free time and participate if they wish to do so.”

Why would you recommend this program to other young people?     

“I would recommend this program because it truly does change lives. Even those who originally don’t want to go end up leaving the program wanting to come back the following year. It will change your life as it did mine. For those who want to peruse any career and feel they require confidence. This is your chance to do exactly that. Do not let others deter you from growing yourself and chase your dreams, live a life with no regrets.”

What was your overall experience of the YMCA Youth Parliament program?             

“Overall it was such an amazing experience! I came into the program late, knowing no one and very nervous, but luckily for me I got put in such a wonderful team and have ended up making friends for life. This made the opportunity such a fun time as I created memories I will cherish forever. The experience at parliament was also amazing. It was so eye opening to contribute with peers and learn from everyone’s unique views and perspectives. Overall the cohort of the 40th YMCA youth parliament gave me so much hope and trust in our bright future.”

What did you learn throughout this experience?             

“For me, the most valuable lesson I learnt throughout this experience is the power and influence anyone can have if their passionate enough. This was evident in the Hume team as well as with all participants relating together. I learnt the importance of speaking up and the care that is all around us listening. I saw this in the genuine interest in other views from each and every participant, constantly combining different goals for the better of the whole.”

What was your highlight/s from being in this program?              

“My highlight from the YMCA youth parliament program was meeting and getting to know so many like-minded individuals. I was lucky enough to find this in my team who gave me a platform to share my ideas. During the week of camp it was so much fun getting to know everyone; both collaborating in chamber meetings being serious and being silly in recreation time.”

What could be improved from this program?      

“The only improvement I can think of is increasing the amount of free time participants get. The camp has a very packed schedule with early mornings and late nights where everyone is constantly rushing. More transition time between activities would relieve a lot of this stress.”

Why would you recommend this program to other young people?     

“I would recommend this program to other young people firstly because it gives youth a platform for their voices that isn't usually provided. Young people have so much to offer and this program directly gives you the chance to share it. The community created in this program is so supporting to all, allowing everyone to build their character massively. At YMCA youth parliament you can build your confidence, collaborate with people who truly want to hear what you have to say, and share your passions to make a real change in your society.”

What was your overall experience of the YMCA Youth Parliament program?             

“I had the best, best, best time ever, taskforce was always so sweet and friendly and I never felt scared or worried for any reason at camp because of them. I made so many new friends and learnt so many new things, and I feel like my public speaking and leadership skills have drastically improved. I’m so grateful for this experience, the team was amazing and kind and nothing could prepare me for how large the positive impact on my life would be.”

What did you learn throughout this experience?             

“I learnt so, so, so many things, but the biggest thing I learnt was definitely the bill passing process in parliament. Prior to youth parliament, I had no idea how new legislation was created, but this program has taught me all about that process, which is pretty insightful.”

What was your highlight/s from being in this program?              

“The best part of being in youth parliament was meeting so many like-minded young people who are passionate about a cause and genuinely want to create positive change in Victoria, I feel like I’ve made friends for life in this community and I am so, so grateful.”

What could be improved from this program?      

“I know it’s hard to mitigate, but there really wasn’t a lot of down time (it’s okay though!)”

“YES, YES, YES!!! This experience was life changing and I would recommend it to as many people as possible!!!”

What was your overall experience of the YMCA Youth Parliament program?             

“The Youth Parliament program was amazing, no less. I met inspiring people, both present and future leaders, and was welcomed into an environment where everyone is given an equal opportunity to voice their opinions.”

What did you learn throughout this experience?             

“The most important lesson I learnt from this program, was that everyone has their own respective opinions. While that may seem like common sense, it’s something many forget when expressing their thoughts and ideologies, that the person/people across them hold ideas and values that are equally valid. It's important to recognise this, particularly in an environment centred around the expression of opinions. As I said in my speech, "Perhaps our differences are what make us the same."

What was your highlight/s from being in this program?              

“The highlight of the program for me was giving a sponsoring speech on my bill in parliament house, having the opportunity to speak into a microphone on a platform heard by a speaker and other youth parliamentarians, gives an unmatched sense of empowerment and builds confidence unlike any other public speaking programs I've participated in.”

What could be improved from this program?      

“The program was good, I enjoyed WRECK but it felt like participants were often being instructed to get to know each other, and lacked a natural space for them to freely interact and build organic conversations and friendships.”

Why would you recommend this program to other young people?     

“This program is suitable for every young person regardless of their career goals and whether they want to pursue politics. The program’s scope extends beyond politics, and strengthens core skills every young individual should nurture, such as public speaking, debating and an overall refinement of confidence.”

What was your overall experience of the YMCA Youth Parliament program?             

“Throughout the week, MPs and alumni kept telling us that Youth Parliament would change our lives. Honestly, we all thought they were being a bit excessive, but by the time we were saying goodbye, we finally got it.

The program gave me a genuine insight into how Parliament operates, from developing legislation and scrutinising bills to participating in chamber meetings and working collaboratively to represent the views of young people. Seeing our bill on Multicultural Inclusion Education in Secondary School Curricula pass in the Legislative Assembly was an incredibly rewarding moment. It also gave me a real appreciation for the work that happens behind the scenes of every bill. Before this program, I never realised how many voices, perspectives, discussions and compromises contribute to shaping legislation before it ever reaches Parliament. The program challenged the way I think, strengthened my confidence to speak with purpose and showed me that young people can have a meaningful role in shaping the future.

As Mahatma Gandhi said, “Be the change you wish to see in the world,” and Youth Parliament gave me the platform to do exactly that.”

What did you learn throughout this experience?             

“This experience taught me that good legislation isn't about choosing a side, but about understanding every side. It challenged me to look beyond my own opinions, weigh both the benefits and unintended consequences of a bill and appreciate that the strongest policies are built through open-minded discussion, critical thinking and collaboration rather than a single perspective.”

What was your highlight/s from being in this program?              

“The people were undoubtedly the highlight of my experience. From rushing to make the bus to Parliament in the early mornings, to passing "fuzzies" during speeches in the Chamber and having our own debriefs in our cabins after 10pm, laughing, and reflecting together in our cabins, it was the little moments that made the biggest impact. Those shared experiences and 8 months of hard work together created genuine friendships and a sense of community that made Youth Parliament feel like so much more than just a leadership program, but like home.”

What could be improved from this program?      

“One improvement could be the support provided for speech writing. While the workshops were helpful, having more guidance, examples, or dedicated time to develop and receive feedback on speeches would make participants feel more confident before presenting in Parliament. This would be especially beneficial for participants who have little or no prior experience with parliamentary speeches.

Why would you recommend this program to other young people?     

“I would recommend YMCA Youth Parliament because it is an experience that genuinely changes the way you see yourself and the world around you. It gives young people the opportunity to step into Parliament, understand how decisions are made, and realise that their ideas and voices can create real impact. Beyond the skills you develop, it is the people you meet, the perspectives you gain, and the confidence you build that make the experience so memorable. It bridges the gap between decision makers and the youth and challenges you, inspires you, leaving you walking away with a stronger belief in your ability to make a difference.”

2025 Hume YMCA Youth Parliament Team

Mandatory Financial Literacy Education in Secondary Schools Bill 2025

The Hume City Council team debated their Bill on ‘Mandatory Financial Literacy Education in Secondary Schools Bill 2025’ as part of the Legislative Council on Tuesday 8 July 2025. Hume City Council’s Bill passed with parliamentary majority.

The Bill was an Act to increase financial literacy; the ability to understand and manage money effectively, in secondary schools. This includes skills such as budgeting, saving, investing, and using credit wisely, as well as understanding loans, insurance, and superannuation. By increasing financial literacy, this Bill shall help young people make informed decisions, avoid debt and scams, and plan for both short and long term goals, leading to greater financial stability and confidence across the state.

Financial Literacy subjects in Australia “have fallen by about 70%” (Dobrescu 2024), despite its importance in preparing young people to navigate financial responsibilities. This Bill equips them with the knowledge and skills to manage money and make informed, effective financial decisions. It fosters independence and provides indispensable skills such as budgeting, saving, and investing. In the long term, it can reduce debt and financial stress, contributing to a more stable society. This Bill also promotes savings and investment, reducing reliance on government assistance.

What was your overall experience of the YMCA Youth Parliament program?

"I really enjoyed participating in the YMCA Youth Parliament Program. I was forced out of my comfort zone, challenged, and rewarded. It helped me discover more about who I am, and who I'd like to be. I built on my public speaking and debating skills, built my confidence, and met so many wonderful people. My experience was truly unforgettable."

What did you learn throughout this experience? 

"Throughout this experience, I learned more about the process of which bills are presented and passed through parliament, and how to debate in this setting. I was placed under pressure, and learnt what I could truly achieve once i set my mind to it. I gained valuable social and public speaking skills, and learnt so much listening to other people debate from their unique perspectives."

What was your highlight/s from being in this program?

"The highlight of participating in this program is definitely the connections I formed. I met so many incredible people, and I am so grateful to have met, and became friends with the people I did. I will forever cherish the memories we made during this program, and hopefully the more to come."

What could be improved from this program?

"A bit more insight and transparency into the process of bill writing and parliament from the beginning of the program."

"Yes, I would definitely recommend this program to other young people and I already have! It was an invaluable, unique experience and opportunity."

"I had an amazing time at the Youth Parliament program. It was an inspiring experience to be surrounded by passionate young leaders, and I’m so grateful for the opportunity and to be around a group of our future leaders."

What did you learn throughout this experience? 

"I learned how teamwork, leadership, and respectful debate can create real change, and gained a better understanding of how parliament works, especially with debating bills and passing them."

What was your highlight/s from being in this program

"My highlight from this program was definitely when I found out I had been selected as Chamber Leader. It was such a huge shock and honestly felt unreal. I loved connecting with passionate young leaders and debating ideas that can make a real difference, and being able to support them in any way I could."

What could be improved from this program?

"I don’t really have much feedback as all went great, but if I could improve on one aspect, it would be to have more time to debate bills and to support other teams."

Why would you recommend this program to other young people?

"I would definitely recommend this program because it helps young people build leadership skills, understand how parliament works, and connect with others who are passionate about creating change. There were people as young as 16 there; but they were so incredibly passionate it truly was inspiring."

"My overall experience of the YMCA Youth Parliament program was incredibly positive and enriching. It gave me a unique opportunity to engage with political processes, develop public speaking and debating skills, and collaborate with other young people passionate about making a difference. I found it inspiring to see ideas transform into proposals and to be part of a supportive environment where my voice mattered. Beyond the skills, it also boosted my confidence and understanding of how policy decisions impact communities, which has motivated me to stay involved in civic and community initiatives."

What did you learn throughout this experience? 

"Throughout this experience, I learned so much about how young people can make a real impact in their communities. I discovered how policies are created and debated, but more importantly, I learned how to express my ideas confidently and listen to others’ perspectives. Working with people who are passionate about change showed me the power of teamwork and persistence, and it made me realise that even as a young person, my voice can contribute to meaningful decisions."

What was your highlight/s from being in this program?

"My highlight from being in the YMCA Youth Parliament program was having the opportunity to present my ideas and see them taken seriously by my peers and mentors. I really enjoyed collaborating with passionate young people from different backgrounds and learning from their perspectives. Being part of debates and discussions that could influence real policy was exciting and empowering, and it gave me a strong sense of achievement and confidence in my ability to make a difference."

What could be improved from this program?

"One area that could be improved in the program is providing more guidance for first-time participants on how parliamentary processes and procedures work. While the experience was very rewarding, a bit more support or workshops at the start could help participants feel more confident during debates and discussions. Additionally, having more opportunities for participants to follow up on their proposals after the program could make the impact of our work even clearer."

Why would you recommend this program to other young people?

"I would highly recommend the YMCA Youth Parliament program to other young people because it’s an empowering and unique opportunity to learn about how government works, develop leadership and communication skills, and make a real impact on issues that matter. The program also allows you to meet and collaborate with like-minded peers, gain confidence in expressing your ideas, and see firsthand how youth voices can influence positive change in the community."

Is there any additional feedback you would like to provide?

"My experience in the program was very positive, and I appreciated how inclusive and engaging it was. One small improvement could be having more opportunities for participants to connect and collaborate outside of formal sessions, which would help build stronger networks and continue the momentum from the program. Overall, it’s an inspiring opportunity for young people to learn, grow, and make a real impact."

What did you learn throughout this experience? 

"During this program, I learned a lot of important skills that I’ll definitely use in the future. One of the main things I improved was my public speaking. I became more confident in expressing my ideas clearly and concisely in front of others. I also learned how to communicate my opinions and views in a respectful way, even when there’s disagreement. This was especially important in a debating environment, where listening and understanding others is key. Additionally, I gained a deeper understanding of how debates in parliament work, including the bill making process, and how policies are shaped. Overall, this experience helped me develop both my communication skills and my understanding of the political system, and it was an invaluable opportunity for personal growth."

What was your highlight/s from being in this program?

"The highlight of the Youth Parliament program was definitely visiting the Government House. It was when everyone really started to bond, and it felt like we got a lot closer as a group. Hearing the Governor talk about her role and experience in politics was super interesting, and it was cool to meet other well-known politicians. That day gave us a chance to connect on a deeper level while also learning a lot about the political world. It was a memorable part of the program that made the whole experience stand out."

Why would you recommend this program to other young people?

"I’d recommend this program because it really pushes you to grow. It gets you out of your comfort zone, helping you build skills like communication, problem-solving, and leadership skills that are useful in the future. You also meet a lot of amazing people, and the friendships you make here can last a long time. It’s great to connect with like-minded individuals who are passionate about similar things. On top of that, you get the chance to meet some powerful figures in politics, and hearing their insights gives you a whole new perspective on leadership and the world around you. It’s definitely a program that challenges you, helps you grow, and leaves you with valuable connections and experiences."

What was your overall experience of the YMCA Youth Parliament program? 

"Youth Parliament was an incredibly inspiring and empowering experience. From public speaking and debating to meeting young people from all corners of Victoria, Youth Parliament taught me how our voices can truly make difference. It gave me the opportunity to engage with like-minded young people who are passionate about making a change, while also learning from diverse perspectives."

What did you learn throughout this experience? 

"Throughout this experience, I developed a deeper understanding of politics and policy-making, while building confidence in public speaking and leadership. Most importantly, I learned how to step out of my comfort zone by taking on challenges I might have once avoided. This showed me the value of pushing myself, as it led to personal growth and a stronger belief in my ability to contribute meaningfully."

What was your highlight/s from being in this program?

"The highlight of being in this program was meeting new people. I loved connecting with other passionate young people from different backgrounds and hearing perspectives that were different from my own. These connections not only helped me grow personally but also made the program more enjoyable, as we supported each other, collaborated on ideas, and built lasting friendships."

What could be improved from this program?

"I think the program needed to have better communication with its participants as I was not really sure of what to do or how things would go at times. I would also have liked for the chairpeople to have kept unnecessary talking/conversations until after the debate was over so the participants could have more time to actually debate."

Why would you recommend this program to other young people?

"I would recommend this program to other young people because it gives you the chance to step out of your comfort zone, build confidence, and develop valuable skills like teamwork, leadership, and public speaking. It also provides a unique opportunity to meet inspiring people, learn how politics and decision-making work, and realise that young voices can create real change."

What was your overall experience of the YMCA Youth Parliament program? 

"This year, I had the amazing opportunity to take part in the 2025 Victorian Youth Parliament. For a full week, I joined other passionate young people from across Victoria to debate bills, share ideas, and speak on issues that matter to our communities. Standing up in the historic chambers of Parliament House was both nerve-wracking and exciting — but also incredibly empowering. The whole experience gave me a real sense of what it feels like to be part of the decision-making process and showed me the power of youth voices when they’re heard at the highest levels."

What did you learn throughout this experience? 

"Throughout the program, I learned just how important teamwork and collaboration are. Writing and debating bills wasn’t something you could do alone — it required listening to different perspectives, compromising, and building ideas together. I also learned a lot about myself as a speaker and a leader. Every time I stood up to debate, I became more confident in presenting my arguments and backing myself, even in tough discussions. Most importantly, I realised that young people have the ability to influence real change if we have the courage to speak up."

What was your highlight/s from being in this program?

"There were so many highlights, but a few stand out for me. Delivering my speeches in the chambers — especially my member’s statement on Palestine — was an unforgettable moment, as it allowed me to use my voice on an issue I deeply care about. Another highlight was meeting so many like-minded people who are just as passionate about advocacy and community as I am. And of course, being recognised as Best Debater in Council by the Y. A was an incredible honour that I’ll never forget. Altogether, these experiences showed me the value of using my voice not just for myself, but for others too."

Why would you recommend this program to other young people?

"I would recommend Youth Parliament to any young person who wants to grow their voice, challenge themselves, and meet others who are just as passionate about making a difference. The program pushes you out of your comfort zone in the best way — whether that’s delivering a speech in Parliament House, working with a team to shape a bill, or debating issues that matter. You walk away with stronger leadership and communication skills, but more importantly, with lifelong connections and a belief that young people truly can create change. It’s an experience that leaves you inspired and motivated to keep speaking up."

Expansion of AUSLAN education bill 2024

The YMCA Youth Parliament program has concluded for 2024; the Hume City Council team consisted of Natalie Ryan, Rumaysa Salman, Rehan Ali and Hafsa Moallim.

The Hume City Council team debated their Bill on ‘Expansion of AUSLAN education bill 2024’ as part of the Assembly Council on Tuesday 2 July 2024 at Parliament House in the Legislative Assembly. Hume City Council’s Bill passed with parliamentary majority. 

The Hume City Council team refuted Whitehorse City Council’s Bill on ‘Increasing of education and support on intergenerational trauma, intersectionality and cultural competency Bill 2024’ on Thursday 4 July 2024. Whitehorse City Council’s Bill passed with parliamentary Majority.

What was your overall experience of the YMCA Youth Parliament program?

"My experience of the YMCA Youth Parliament program was incredible and life-changing, and both the experiences of the program itself and the people I met throughout the program’s run will stay with me for a long time."

What did you learn throughout this experience?

"I learnt a lot about debate skills and collaboration within a competitive debating context, as well as the value and power of empathy and kindness in all contexts— being handing a note complimenting your speech from the other side gives me so much confidence, and I learnt that working to give that empowerment to others was so worthwhile."

What was your favourite part about this program?

"My favourite part of the program were the people involved; there were people who were school leaders, university students, high schoolers, advocates, aspiring politicians, and everyone in-between, and I learnt so much about the wide range of youth experiences in Victoria and the experiences and opportunities they were involved in."

What was your overall experience of the YMCA Youth Parliament program?

"It was truly rewarding. I learnt many life skills, gained meaningful connections and had the avenue to network with people who may be beneficial in the advancement of my career and life goals. It gave me a sense of purpose, and all the volunteers and parliamentarians formed a tight knit community I will always remember."

What did you learn throughout this experience?

"I learnt how to debate professionally and stand up for what I believe. I gained the courage to speak out and voice my opinion regardless of who was watching, even though it was daunting at first."

What was your favourite part about this program?

"The parliament sitting days provided me with a feeling I am unable to express. I was filled with so much pride, and fear alike, when presenting the bill my team and I have worked for months on. To freely be able to debate with the intention of real change made me feel like I was a part of something greater than myself, and I will always be truly thankful for it. The camps helped me step out of my comfort zone and explore new ideas I would have been too afraid to encounter on my own."

"It was an invaluable experience that allowed me to develop my public speaking skills and making new lifelong friends."

"I learned about the role of government and how parliament actually works. I also gained the opportunity to speak about topics I was Passionate about working together with my team to address them."

"The opportunity to collaborate with other young people who are passionate about making a difference. We shared our ideas and perspectives, and I came away inspired by the collective power of our voices."

What was your overall experience of the YMCA Youth Parliament program?

"I absolutely loved every aspect of the Youth Parliament program. I got the chance to really push myself to limits I didn’t know I had."

What did you learn throughout this experience?

"Throughout the program I learnt all about navigating parliament, how to speech write and also how to present myself as professional. I learned so many skills that I definitely will be using in my daily life, moving forward."

What was your favourite part about this program?

It definitely was a bit challenging when being confronted with situations I haven’t been in before such as meeting such a big group of people all at once, however I am so grateful that I did. By meeting people from different places all across Victoria, I now have a more comprehensive understanding of a variety of circumstances."

Urban Area Heat Temperature Bill 2023

A Bill for an Act to improve the urban ambient air temperature in Victoria. Average air temperatures in Victoria are rapidly rising and are creating a phenomenon known as urban heat islands. This occurs in areas where structures are highly concentrated and there is less green infrastructure. Heat is absorbed, stored and trapped in these urban areas, instead of being reflected and dispersed by green infrastructure. The effects of Urban Heat Islands can cause and worsen a range of health problems, especially in vulnerable populations. These include, but are not limited to heat stroke, heat exhaustion, and heart attacks. There are also other significant negative climate change effects caused by the increase in ambient air temperature.

This Bill will mitigate these effects by implementing more green and environmentally friendly infrastructure by ensuring new developments are constructed with lighter coloured roofs, implementing ‘green roofs’ for high-rise buildings, and increasing canopy coverage across Victoria. Additionally, a scheme will be established to encourage local communities to plant trees. Furthermore, this Bill will provide a public education campaign to raise awareness of the issue. Once implemented, this Bill will increase living standards for individuals who live and work in densely constructed areas, and will increase the resilience of communities to the heat-related effects of climate change. It will also provide several benefits for those living in urban areas. These include improved living standards and more resilience to the heat related effects of climate change.
