Expression of Interest: Visy Cares Learning Centre

Hume City Council is inviting Expressions of Interest (EOIs) from not-for-profit, registered community organisations to manage and activate the Visycares Learning Centre in Meadow Heights.

The centre has been a valued community hub since 2004. Originally established under the Hume Global Learning Village initiative, it has supported accessible education and community wellbeing through programs delivered by the Meadow Heights Learning Shop. Today, the Centre hosts Maternal and Child Health and Immunisation services and is well positioned to expand its role in education, family services, and flexible community programs.

Council’s vision is to ensure the Centre becomes a fit-for-purpose, inclusive and welcoming space where community members can connect, participate and thrive.

To support effective operation, Council is seeking interest in two potential operating models:

Option 1 – Single Provider
One organisation manages the entire facility and delivers a coordinated range of programs that complement existing Council services.

Option 2 – Hybrid Model
Multiple organisations deliver distinct but complementary programs under a coordinated arrangement, sharing responsibilities such as opening/closing procedures, common-area use, and booking coordination.
