Council Plan

The Council Plan 2025–2029 sets out Council's priorities and what it seeks to achieve over the next four years to work towards the Hume Community Vision 2045 for a 'thriving community with a strong sense of belonging'.

The Council Plan incorporates our Municipal Public Health and Wellbeing Plan and Disability Action Plan. By integrating these plans, we seek to promote and enhance public health and wellbeing in everything we do and reinforce our longstanding commitment to advancing social justice in our city.

The Council Plan 2025–2029 was formally adopted by Council on Monday 23 June 2025.

Council Annual Action Plan

The 2025/26 Council Annual Action Plan (CAAP) has been developed to support the effective delivery of the Council Plan 2025–2029. This document details the actions Council will take in the 2025/26 financial year to meet the strategic objectives and priorities outlined in the Council Plan, in conjunction with the adopted 2025/26 Annual Budget.

The 2025/26 Council Annual Action Plan was formally adopted by Council on Monday 8 September 2025.

Financial Plan

The Financial Plan outlines the financial and non-financial resources for at least the next 10 financial years to support the delivery of the Council Plan and other strategic plans of the Council.

Budget

The Annual Budget 2025/26 was adopted by Council at its meeting on Monday 23 June 2025. This Budget will fund the strategic initiatives and projects to implement the first year of our new Council Plan and deliver meaningful investment to the community.

This Budget has been informed by community input and makes targeted investments in infrastructure, essential services, and community support. It will deliver ongoing support of core services like waste, roads, and maternal and child health, while progressing key projects.
